My cousin has his account on his best friend's PS3 and his best friend is able to play any game my cousin ever downloaded. His best friend purchased Destiny and then put his PSN account onto my cousin's PS4 and now my cousin is able to play destiny. I purchased Dragon Age Inquisition and Assassins creed last night, but its saying I'm the only one that are able to play those games, which sucks because my wife wants to play as well and I assumed you can have your account on two different PS4 and other user's can play the games that were on the system.
